Ezra 5:1-5
The Prophets Stand Beside Them
1Later, the prophets Haggai and Zechariah son of Iddo prophesied to the Jews in Judah and Jerusalem in the name of the God of Israel, who was over them.
2Then Zerubbabel son of Shealtiel and Jeshua son of Jozadak rose up and began to rebuild the house of God in Jerusalem. And the prophets of God were with them, helping them.
3At that time Tattenai the governor of the region west of the Euphrates, Shethar-bozenai, and their associates went to the Jews and asked, “Who authorized you to rebuild this temple and restore this structure?”
4They also asked, “What are the names of the men who are constructing this building?”
5But the eye of their God was on the elders of the Jews, so that they were not stopped until a report was sent to Darius and written instructions about this matter were returned.

The work has been stopped, but the story does not end with the king's order. Haggai and Zechariah speak to the Jews in Judah and Jerusalem in the name of the God of Israel. Then Zerubbabel and Jeshua rise and begin rebuilding again.
Then Zerubbabel son of Shealtiel and Jeshua son of Jozadak rose up and began to rebuild the house of God in Jerusalem. And the prophets of God were with them, helping them.
The prophets are not described as standing at a safe distance and offering commentary. They are with the builders, helping them. The word of God and the work of the hands belong together.
Tattenai, the regional governor, asks who authorized the project and asks for the builders' names. His questions are serious, and the text does not tell the Jews to hide. But it also says that the eye of their God was on the elders, so the officials did not stop them while a report went to Darius.
God's attention does not remove every question. It gives the people enough freedom to keep working while the question is investigated.
The prophets' presence gives the restart a human shape. Haggai and Zechariah speak in God's name, Zerubbabel and Jeshua begin the building, and Tattenai asks for the names of the people doing it. The elders are not hidden from scrutiny, but neither are they immediately silenced. Ezra places the builders between a clear calling and an unresolved official question, held steady by the statement that God's eye is upon them.
How We Know
Ezra names Haggai and Zechariah as the prophets who helped restart the work. Haggai 1 and Zechariah 1 also identify those prophets and place their messages among the returned people. The accounts do not make the same point in the same way, but they meet around the same rebuilding community.
