Ephraim surrounds Me with lies, the house of Israel with deceit; but Judah still walks with God and is faithful to the Holy One.

This accusation follows the LORD’s tender words about teaching Ephraim to walk and bringing His children home. His compassion does not make their present deceit invisible. The contrast also leaves Judah responsible to continue walking faithfully before the same God.
