Zechariah 9:1-8
The LORD Keeps Watch
1This is the burden of the word of the LORD against the land of Hadrach and Damascus its resting place—for the eyes of men and of all the tribes of Israel are upon the LORD—
2and also against Hamath, which borders it, as well as Tyre and Sidon, though they are very shrewd.
3Tyre has built herself a fortress; she has heaped up silver like dust, and gold like the dirt of the streets.
4Behold, the Lord will impoverish her and cast her wealth into the sea, and she will be consumed by fire.
5Ashkelon will see and fear; Gaza will writhe in agony, as will Ekron, for her hope will wither. There will cease to be a king in Gaza, and Ashkelon will be uninhabited.
6A mixed race will occupy Ashdod, and I will cut off the pride of the Philistines.
7I will remove the blood from their mouths and the abominations from between their teeth. Then they too will become a remnant for our God; they will become like a clan in Judah, and Ekron will be like the Jebusites.
8But I will camp around My house because of an army, because of those who march to and fro, and never again will an oppressor overrun My people, for now I keep watch with My own eyes.

The burden of the LORD's word turns toward Hadrach, Damascus, Hamath, Tyre, Sidon, and the Philistine cities. These are places known for strength, wealth, wisdom, or military importance. The prophecy says that the eyes of men and all the tribes of Israel are upon the LORD. The future of nations is not finally decided by their reputation.
Tyre has built a fortress and piled up silver like dust and gold like street dirt. Wealth has made the city appear secure. Yet the Lord will impoverish her, cast her wealth into the sea, and consume her with fire. A fortress and a treasury cannot keep a city beyond God's judgment.
Ashkelon, Gaza, and Ekron will fear. Their hopes will wither, kings will cease, and cities will become uninhabited or occupied by a mixed people. The LORD will cut off the pride of the Philistines, but the judgment also contains a surprising remnant. Blood and abominations will be removed, and some will become a clan in Judah and a people for God.
The prophecy does not present the nations as permanently outside God's mercy. Judgment is directed against pride, violence, and false worship, while the possibility of a remnant remains. God can remove what defiles and bring former enemies into a different relationship with Him.
The LORD then says He will camp around His house because of the army passing by. No oppressor will overrun His people again, and He will keep watch with His own eyes. The image is a guarded home, but the guard is not based on Israel's military skill. The LORD Himself watches.
