He Will Rejoice Over You

14Sing for joy, O Daughter of Zion; shout aloud, O Israel! Be glad and rejoice with all your heart, O Daughter of Jerusalem!
15The LORD has taken away your punishment; He has turned back your enemy. Israel’s King, the LORD, is among you; no longer will you fear any harm.
16On that day they will say to Jerusalem: “Do not fear, O Zion; do not let your hands fall limp.
17The LORD your God is among you; He is mighty to save. He will rejoice over you with gladness; He will quiet you with His love; He will rejoice over you with singing.”
18“I will gather those among you who grieve over the appointed feasts, so that you will no longer suffer reproach.
19Behold, at that time, I will deal with all who afflict you. I will save the lame and gather the scattered; and I will appoint praise and fame for the disgraced throughout the earth.
20At that time I will bring you in; yes, at that time I will gather you. For I will give you fame and praise among all the peoples of the earth when I restore your captives before your very eyes,” says the LORD.

The book ends with a command that would have sounded impossible after its warnings: sing. Daughter of Zion, Israel, and Jerusalem are told to rejoice with all their hearts because the LORD has taken away their punishment and turned back their enemy.
Sing for joy, O Daughter of Zion; shout aloud, O Israel! Be glad and rejoice with all your heart, O Daughter of Jerusalem! The LORD has taken away your punishment; He has turned back your enemy. Israel's King, the LORD, is among you; no longer will you fear any harm.
The joy is grounded in God's action. The people are not asked to create an upbeat mood while danger remains unchanged. The LORD has removed punishment, turned back the enemy, and come among them as King. The reason for singing is not personality. It is presence and rescue.
Then the promise becomes tender.
The LORD your God is among you; He is mighty to save. He will rejoice over you with gladness; He will quiet you with His love; He will rejoice over you with singing.
The God who judged pride and corruption is also the God who saves, quiets, and sings over His people. This does not make the earlier warnings unimportant. It shows what judgment was moving toward: a people no longer ruled by fear, shame, or false security.
The final verses name the lame, the scattered, and the disgraced. God gathers the people others have counted as weak or embarrassing and gives them praise and fame. Restoration is not only the return of a strong nation. It includes people who need to be carried, gathered, and given a place among the restored.
Those who grieve over the appointed feasts will be gathered too. The LORD promises to deal with their afflicters and restore their captives before their eyes. The people called to sing will see the rescue He has promised.
How We Know
Isaiah 62:4-5 describes Zion as no longer forsaken and uses the image of a bridegroom rejoicing over his bride. Psalm 147:2-3 says the LORD builds Jerusalem, gathers the exiles, and heals the brokenhearted. Zephaniah's singing, gathering, and restoration belong to that wider biblical hope.
