Hosea 4:11-19
A People Without Understanding
11to promiscuity, wine, and new wine, which take away understanding.
12My people consult their wooden idols, and their divining rods inform them. For a spirit of prostitution leads them astray and they have played the harlot against their God.
13They sacrifice on the mountaintops and burn offerings on the hills, under oak, poplar, and terebinth, because their shade is pleasant. And so your daughters turn to prostitution and your daughters-in-law to adultery.
14I will not punish your daughters when they prostitute themselves, nor your daughters-in-law when they commit adultery. For the men themselves go off with prostitutes and offer sacrifices with shrine prostitutes. So a people without understanding will come to ruin.
15Though you prostitute yourself, O Israel, may Judah avoid such guilt! Do not journey to Gilgal, do not go up to Beth-aven, and do not swear on oath, ‘As surely as the LORD lives!’
16For Israel is as obstinate as a stubborn heifer. Can the LORD now shepherd them like lambs in an open meadow?
17Ephraim is joined to idols; leave him alone!
18When their liquor is gone, they turn to prostitution; their rulers dearly love disgrace.
19The whirlwind has wrapped them in its wings, and their sacrifices will bring them shame.

Hosea describes the forces taking understanding away: promiscuity, wine, and new wine. The people consult wooden idols and divining rods, allowing objects they made to tell them how to live. A spirit of prostitution leads them astray, and the book again uses marriage language to describe Israel's betrayal of the LORD.
The people sacrifice on hills and mountaintops under trees because the shade is pleasant. The setting sounds attractive, but the worship is not harmless. The daughters and daughters-in-law are caught in sexual sin, and the LORD points out that the men themselves go to prostitutes and offer sacrifices with shrine prostitutes. The blame is not placed only on women while the men disappear from the accusation.
The result is a people without understanding coming to ruin. Judah is warned not to copy Israel by traveling to Gilgal, going up to Beth-aven, or using the LORD's name as a cover for divided loyalty. Saying “As surely as the LORD lives” does not make worship faithful when the people's lives deny the words.
Israel is compared to an obstinate heifer and Ephraim is told to leave idols alone. The people have chosen a stubborn direction, and the LORD will not be manipulated into shepherding their rebellion as though it were innocence. The picture is not that God has stopped caring. It is that persistent refusal has consequences.
The final image is a whirlwind wrapping them in its wings. What looked like freedom has become a force carrying them away. Their sacrifices will bring shame because religious activity cannot protect a people who have rejected truth and understanding.
